Statewide Interest: |
A Study was done by the Urban Land Institute on the needs of the Downtown area of the City of West Palm Beach. The Seawall Replacement is one step of the overall project to revitalize the downtown. The revitalization of the downtown would increase economic development and tourism, which would in turn positively impact the entire state by increasing the tax base. |

Project Description: |
The City of West Palm Beach is revitalizing its Downtown. Clematis Street District was improved in 1995. City Place was constructed and opened in 2000. A Downtown Summit was held in 2003 to determine the City's and merchants' views on the most urgent need to continue this revitalization. This summit identified that opening up the waterfront and providing a common gathering place for visitors and shoppers would benefit Downtown the most. Urban Land Institute (ULI) was retained to perform a study of Downtown needs. This report also identified the need to open up the waterfront, "uncork the bottle," to revitalize the Downtown. This City Commons and Waterfront Park is expected to accommodate boat dockage, provide a linear park along the waterfront, a common area for Downtown venues, new street construction and seawall reconstruction. The seawall has deteriorated from its original construction and is in need of replacement. A report was issued in February 1999 stating this seawall had about 5-7 years of life left before frequent failures occurred. Therefore, the City of West Palm Beach is requesting State assistance for the replacement of the seawall portion of this "uncorking the bottle" of our waterfront to assist in revitalizing our Downtown. |

Measurable Outcome Anticipated: |
Revitalize downtown and provide a gathering place for visitors and residents. Provide for design and construction of approximately 4000 feet of seawall and bulkhead to make the waterfront pedestrian friendly, aesthetically pleasing, and boater accessible. The new seawall will replace an existing seawall that has been determined from an engineering report that it is in need of replacement. |
