D-FY-IT serves a compelling state interest by providing a cost-effective and efficient mechanism to prevent current and future generations from choosing a destructive and costly drug-using path. The cost of one school is exponentially less than the cost of treating one child who becomes addicted to drugs.

Project Description:
D-FY-IT is currently in 60 public middle and high schools in Dade County with a projected enrollment in the 2005-2006 school years of over 800,000 student members. Our members are drug-free and willing to prove it by submitting to an initial drug test and subsequent random screenings. Membership is strictly voluntary. Students participate in community service activities such as providing food to the needy, cleaning up our beaches, or assisting other charitable organizations. Many area merchants recognize the efforts of our students by providing them discounts on various consumables and services. Our membership is comprised of students from diverse cultural and socioeconomic backgrounds (70% are minority students). Our program has received significant recognition from The Florida Department of Children and Families Best Practices in Substance Abuse Prevention in 2003 for the State of Florida. D-FY-IT has received funding for the last 8 cycles; in 1997-98, we received a $600,000 appropriation through the Department of Juvenile Justice. In 1998-99, we received $425,000 through the Department of Health. We also received in subsequent years 7/1999-7/2003 $500,000 per year from the Department of Health (which included a joint grant for Dade and Broward Counties). Previously, most of our state revenue has been from Tobacco dollars administered through the Department of Health. Over the last three years, we received $425,000s from the Supplemental Budget administered through the Department of Children and Families (DCF) which was added on to our existing Prevention Partnership grant of $77,000. Therefore, D-FY-IT received a total $502,000 in 2003 and $502,000 in 2004, $925,000 in 2005. This year, we are requesting $1,000,000 to be placed in DCF's budget in recurring revenue. The sum of $500,000 would be used to maintain our services for our current program and the sum of $500,000 would be used to expand our program in Florida outside of Dade and Broward Counties.

Measurable Outcome Anticipated:
Increased knowledge on alcohol, tobacco, drugs and other health related topics. A decreased of favorable attitudes toward drug use in middle and senior high schools in Miami-Dade and Broward Counties. Ninety percent or higher drug free test rate for over 8000 DFYIT students in Miami-Dade County. Last year, over 89,000 hours of community service hours by DFYIT students benefited the community overall. Finally, a direct increase in parental involvement in DFYIT parent clubs. Additional funding will grant the D-FY-IT program the opportunity to expand outside of South Florida, where prevalence of drug and alcohol abuse is high. This will allow more Florida youth to participate in this successful program that has been reviewed by the state's evaluators and proven to work.
