Statewide Interest:
This project meets the goals of Section 403.064 which states the encouragement and promotion of the reuse of reclaimed water are state objectives and are considered to be in the public interest. The Legislature found that the reuse of reclaimed water is a critical component of meeting the state's existing and future water supply needs while sustaining natural systems. Okaloosa County is experiencing rapid growth in traditionally rural and underdeveloped areas. This growth rate, similar to what southern Florida communities experienced in the 1980s and 1990s, often resulting in inadequate water and sewer services in these growing areas. Recognizing the need to proactively plan and provide these additional infrastructure needs, the Okaloosa County Commission enacted ordinances to support the growth and protect the natural and man-made environments. Specifically, these ordinances place controls on the proliferation of septic tanks for sewage treatment in these developing areas. At the same time, the County Commission recognized the immediate need to develop additional water supply resources and wastewater treatment and disposal facilities. The project includes the expansion of an existing wastewater treatment plant to have the capacity to treat future flows and the capacity to supply treated effluent for irrigation purposes. Statewide interests are served through septic tank abatement and more reliable, efficient wastewater treatment and disposal. Also, the project will result in a reduction in groundwater pumping for irrigation of public and private lands through development of a public access reuse water distribution system.

Project Description:
To reduce the number of new septic tanks and protect the environment, the Okaloosa County Water and Sewer Department is implementing a project to expand and upgrade its existing Bob Sikes Water Reclamation Facility located in Crestview. The project includes construction of a new 56,000 foot sewer collection and transmission system to service the rapidly developing areas of Okaloosa County that are currently without sewer service. Provisions in the upgrades include allowing the County to supply nearby areas with irrigation water that meets federal and state regulations for reuse water. The reuse process eliminates a point source discharge to a stream or lake that may already by struggling with pollution. It also offsets water that would otherwise be withdrawn from a potable source, treated and pumped. The current plant is a small activiated sludge facility that is designed and permitted to treat an average influent flow of 0.30 million gallons per day. The plant has a 0.5 million gallon holding pond and pump station that discharges to a spray irrigation field at the nearby Bob Sikes Airport in Crestview. The proposed updgrade will provide an average design flow of 1.0 million gallons per day and a peak hydraulic flow of 3.0 million gallons per day. The proposal will provide screening and grit removal sufficient to protect downstream treatment equipment, in particular a three train Membrane Bio-Reactor system (MBR). The MBR permeate will be chlorinated and provided contact time required by FDEP. The effluent will then be pumped to nearby locations for use as irrigation.

Measurable Outcome Anticipated:
The most significant impact of this project will be septic tank abatement, improved ground and surface water resources and an improved regional environment. Another outcome will be reduced groundwater pumping for irrigation of public and private lands.
