| Operation PAR is a non-profit organization that is requesting state appropriation for the continued operation of the African Americcan Center of Excellence. There is a documented need for AACE services in the Pinellas and Hillsborough Couny communities. According the the National Institute of Justice (NIJ) in the 2003 reported entitled "Recidivism Rates for Drug Court Graduates: National Based Estimates<' the recidivism rate for individuals who complete a drug court program is between 4% and 29% as compared to 48% for those who do not participate in a drug court program. Aditionally the study stated that recidivism rates for drug court participants one year after graduation from a substance abuse treatment program is a mere 16.5% and only 27.5% after two years. Since implementation, Operation PAR has achieved great success in the AACE program. Based on data collected by the Operation PAR Research and Evaluation Department, AACE graduates reduced their recidivism rates from 44% at the start of treatment to 3% at 6 months and 13% at 12 months. This demonstrates a 31% reduction overall. Additional evaluation data demonstrates that AACE graduates increased employment rates from 19% at the start of treatment to 48% after 12 months. This represents a 29% increase in employment. AACE is currently funded by a grant from the US Department of Health & Human Services, Substance Abuse and Mental Health Services Administration Center for Substance Abuse Treatment (HHS/SAMHSA/CSAT Grant # TI 14126). |

| Project Description: |
| The AACE expands and enhances the Pinellas County Adult Drug Court program and the Hillsborough County Drug Court by addressing the existing gap of culturally appropriate treatment for African American males between 16 and 26 years old/ AACE is a six-month intensive residential program followed by an intenssive six-month continuing care program. The treatment plan is integrated into the Pinellas County Adult Drug Court and Hillsborough County Drug Court treatment phases and treatment levels. |
