Creates a pilot program for the purpose of reimbursing foster parents, residential facilities, or foster children who live independently for portion of increased costs of motor vehicle insurance for a foster child who has a driver's license;directs CFS Dept. to establish pilot program that will require a foster child to pay remaining portion of increase. With positive results, it could become a statewide program giving more independence/acceptance to foster children.

Project Description:
Implement a pilot program for the purpose of assisting with 1/2 the cost of auto insurance to foster children who live independently, foster parents, and residential facilities. The foster child will pay the remaining 1/2 of the insurance costs by working part-time. Foster parents do not receive enough money per child to accept the burden of the 1/2 they would have to pay on their own, while teaching the teenage child a fiduciary responsibility.

150 driving age adolescents and or a foster parent will receive 1/2 of these premium payments from the appropriation.
