Homeless Residential Assessment Program - Capital Request

Requester: Robert P. Bozzone, Executive D Organization: Comprehensive Alcoholism Rehabilitation Programs, Inc.

Project Title: Homeless Residential Assessment Program - Capital Request Date Submitted 1/10/2006 4:53:55 PM

Sponsors: Atwater

Statewide Interest:
Homeless individuals either stay or come to Palm Beach County from other places throughout the State and country to live in this community and reap the advantages of climate. Currently, there is no program to serve the immediate emergency needs of homeless adults. This program assists the client to transition from homelessness to the most appropriate homeless, substance abuse and/or mental health provider, best suited to satisfy the individual client need. The program provides two phases - a 1-3 day stay, providing assessment, case management, and referral/linkage services and a 1-30 day stay for substance abusing homeless individuals. This program provides police drop-off and walk-in services to the community. It is the first of its kind in Palm Beach County and has already, in its first year of operation, become an integral part of the currently existing local homeless continuum of care. By serving the needs of the homeless population of Palm Beach County, we are serving homeless individuals who migrate here from other cities in south, central and north Florida, as well as from other areas of the country.

Project Description:
) The Homeless Residential Assessment Program is in its first year of operation, and represents the first-of-its-kind program serving homeless/homeless chemical abuser/dependent individuals and in Palm Beach County. This program represents a holistic approach to assisting this underserved client population, both in that it represents a public/private funding partnership and in its mission to serve the needs of the whole person. Funding support comes from a variety of municipalities and private funders. Recognizing that there may be remaining tobacco money to fund this CBIR request, state funds would be significant to the operational expansion of the program. This CBIR request in the amount of $82,125, will help replace the existing roof of the 5400 building on the West Palm Beach Comprehensive Services Campus. This building houses the Homeless Residential Assessment Program, as well as the Medical Detoxification Program and Cafeteria, which both serve the homeless individuals in the program. The Medical Detoxification Program accepts homeless individuals for the program during weekend, evening and holiday hours and provides medical support to residents in the homeless program, as needed. These ancillary services benefit the homeless client without adding to the operational cost of the program. The existing roof is in dire need of being replaced, as it is old and becoming more and more damaged with each passing hurricane and continued to present problems for building residents. The program is operating at capacity and is providing much needed services to the homeless population of Palm Beach and surrounding counties. Clients enter this two-phased program and are provided with a comprehensive assessment and either referred to another, more appropriate homeless provider in the local provider network or, if the client has substance abuse problems, is admitted into the second phase of the program for residential support. This public/private partnership will be run as a three-year pilot program between the Homeless Coalition of Palm Beach County and CARP, Inc. , spearheaded by Palm Beach County Commissioner Addie L. Green. This project is licensed by the Florida Department of Children and Families as a Level IV Residential Program and is the first of its kind program that permits homeless individuals a place to walk in for immediate assessment services.
