The Village of Key Biscayne is located on a barrier island with only one way in and out. It lies between a county park to the north and a state park to the south. Crandon Boulevard is the main artery to reach the state park. Approximately 800,000 visitors a year visit Bill Baggs State Recreation Area.

The Crandon Boulevard Improvement Project address six general areas of improvement for Crandon Boulevard; improved safety, easing of traffic congestion, pedestrianization, traffic calming, improved mass transit and streetscape improvement.
