The impact upon the children left behind when a parent is incarcerated is devastating. There are approximately 7.3 million children who have a parent in jail or prison on any given day (Bureau of Justice Statistics, 2003), and 5 million more who have parents who have been incarcerated and are on probation. 75% of children of incarcerated parents will themselves become incarcerated according to a study conducted by Public/Private Ventures. With the incarcerated population increasing at a rate of 5.7% annually, the number of children affected by their parents' incarceration will continue. 45% of the inmates in Florida have one or more minor children. This translates into almost 60,000 Florida children currently experiencing the loss of a parent due to incarceration. According to the State Department of Corrections, Duval county alone ranks 5th in Florida for the number of inmates sent to State correctional facilities. Child advocates identify parental criminality as a risk factor for crime, making children of offenders a high-risk group. |

Project Description: |
Big Brothers Big Sisters of Northeast Florida has been providing mentors for at risk children for the last 90 years. This project seeks funding to break the cycle of incarceration by providing mentors for children in our Traditional and Bigs In Schools program by expanding the Children of Promise program in its eight county service area (Nassau, Duval, Clay, Baker, Union, Putnam, Flagler, and Volusia Counties). Big Brothers Big Sisters of Northeast Florida seeks partnerships with both faith-based and secular organizations to provide volunteers and public awareness for this growing statewide/national challenge. |

Measurable Outcome Anticipated: |
100% of all youth matched will have a case plan targeting specific (goals) assets to be developed by BBBS staff, volunteer and parent. 100% of all parents/guardians will be surveyed upon youth acceptance to the program and every six months during the length of the match and asked to rate the progress of developmental assets consistent with the Big Brothers Big Sisters Program Outcome-Based Evaluation Model. 95% of all youth matched for one year will demonstrate improvement in school and/or behavior performance. 95% of the youth matched for at least 6 months during FY 2006/2007 will be promoted to the next grade level at the end of the school year. 85% of all youth in a matched relationship for 1 year will not have any in-school or out-of-school suspensions. |
