Lake Tsala Apopka Water Quality Monitoring and Assessment Initiative

Requester: Mike Moberly, Chairman Organization: Citrus/Hernando Waterways Restoration Council

Project Title: Lake Tsala Apopka Water Quality Monitoring and Assessment Initiative Date Submitted 1/13/2006 11:35:52 AM

Sponsors: Argenziano

Statewide Interest:
The significance of the water resources of Citrus and Hernando Counties as a regional economic and environmental resource, led the 2003 Legislature to establish the Citrus/Hernando Waterways Restoration Council (Council) through the passage of House Bill 221 into law. Paragraph 7 of the law gives the Council the "powers and duties to: (a) Review audits and all data specifically related to lake and river restoration techniques and sportfish population recovery strategies, including data and strategies for shoreline restoration, sand and other sediment control and removal, exotic species management, floating tussock management or removal, navigation, water quality, and fish and wildlife habitat improvement, (b) evaluate whether additional studies are needed, and (c) explore all possible sources of funding to conduct the restoration activities. The Lake Tsala Apopka Chain of Lakes are classified as Outstanding Florida Waterways and are of historic, hydrologic, economic significance to the State of Florida. Generally, water quality of this lake system is good, however, there is evidence that water quality has declined in recent years. This water quality initiative will expand the current program managed by the Southwest Florida Water Management District to document current water quality and analyze trends. This expanded program will provide a reliable tool to prioritize restoration projects and measure the success of these initiatives.

Project Description:
Generally, the Lake Tsala Apopka Chain-of-Lakes, which is an expansive marsh and open water system, has good water quality with some distinct differences within the system. A number of reports and data collection efforts have been conducted; however, there is a need for additional data collection and analysis to better understand where to focus restoration efforts to benefit fish and wildlife. The purpose of the water quality monitoring will be to establish the baseline conditions to support the restoration projects and will be used as a basis to evaluate the success of fish and wildlife habitat restoration efforts. The project would establish a monthly water quality program for each of the named pools in the lake Tsala Apopka Chain. This would increase both the number of sampling locations and frequency for the existing program presently in place.
