Statewide Interest: |
The significance of the water resources of Citrus and Hernando Counties as a regional economic and environmental resource, led the 2003 Legislature to establish the Citrus/Hernando Waterways Restoration Council (Council) through the passage of House Bill 221 into law. Paragraph 7 of the law gives the Council the "powers and duties to: (a) Review audits and all data specifically related to lake and river restoration techniques and sportfish population recovery strategies, including data and strategies for shoreline restoration, sand and other sediment control and removal, exotic species management, floating tussock management or removal, navigation, water quality, and fish and wildlife habitat improvement, (b) evaluate whether additional studies are needed, and (c) explore all possible sources of funding to conduct the restoration activities. The Flying Eagle Conveyance Restoration project represents one of the priority projects identified by this Council for the restoration of surface water conveyance. The project represents a documented need, addresses a statewide interest, namely natural systems restoration, is intended to produce measurable results including improved surface water conveyance and habitat restoration, and has tangible community support to members of the Legislature and the Southwest Florida Water Management District. |

Project Description: |
The Flying Eagle property, owned and managed by the Southwest Florida Water Management District, is located between the Withlacoochee River and the Floral City Pool and is comprised of nearly 11,000 acres in Citrus County. A series of fill-road, upland connections form a series of berms that restricts water movement between the Withlacoochee River and the Floral City Pool of Lake Tsala Apopka. The project includes a feasibility and alternatives analysis to determine the potential benefits and flooding risks from alterations to these berms. If any feasible alternatives are identified, the second phase would include the design and permitting followed by construction of the project. |
