Red Tide Control & Mitigation

Requester: Dr. Kumar Mahadevan Organization: Mote marine Labortories

Project Title: Red Tide Control & Mitigation Date Submitted 1/12/2006 12:20:35 PM

Sponsors: Clary

Statewide Interest:
The Florida red tide occurs along the Gulf coast on an annual basis, however, recent years have seen very intensive and long-term red tides impacting large areas of Florida's coastlines. the current red tide event that began in Januayr 2005 has lasted through Octover and has affected the entire Gulf coast from the Florida Keys to the wester end of the Panhandle. This event has caused massive fish kills, 72 manatee and 14 dolphin deaths, as well as numberous sea bird and sea turtle deaths. Public health effects have been documented, as well as a mulit milllion dollar economic impact on the tourist industry, commercial and recreational fishing. Commercial shellfish beds have been closed both on east and west coasts in Florida. During August and September, the red tide was insturmental in causing a zone of oxygen depletion along several Gulf coast counties, resultin in a bottom mortality zone exceeding 834 sq miles of once productive reef communities. Other types of red tides also affect Atlantic coast and Indian River Lagoon, making this a statewide problem

Project Description:
The goal of this project is to identify, develop and implement strategies and techonologies for mitigation and control of the Florida red tide and the adverse impacts of our economy, natural resources and public health. The project is designed to complement, not duplicate on going red tide projects funded by the State of Florida and by Federal agencies that continue to provide the monitoring and assessment information critical to developing and implementing mitigation and control capabilities. Control technologies will include various methods for removing and desroying red tide cells and toxins, including physical chemical and biological treatments. A HAB Task Force Mitigation Advisory Panel of 3 to 5 people will be established with in the existing FWC Florida Harmful Algal Bloom Task Force to review and reocmmend proiority projects to be prusued. Proposals will be encouraged from the entir scientific community who has wexpertise projects to be pursued. proposals will be encouraged from the entire scientific community who has expertise dealing with Florida red tide. the panel will be chaired by an independent member, and will provide oversight of each project with an annual review ot determine if the project should be continued. Specific control strategies currently being tested include: A. Phycical removal of red tide cells and toxins from water with clay flocculation. B. chemical destruction of cells and toxins with the application of ozone gas C. chemical inhibition of red tide blooms with chemical agents D. biological inhibition of red tide blooms with parasites and bacteria specific for the red tide organism. Mitigation components wll include developing a pilot early -warning response program and technologies for protection of public health and natural resources from the adverse effects of red tide, as well as strategies for reducing the intensity and duration of blooms. These strategies will include gathering critical information and dissemination of the information to resource managers, public health officials and general public for informed response decisions.

Review and initiate a minimum of three red tide control techonolgy projects in year 1 C. Receive progress and annual reports to evealuate the status of each project and consider the need for continuation of rapid completion of each project D. Annual public town hall meeting for presentation of prgress on the red tide control projects.
