Pursuant to Chapter 216.052(1) F.S., the proposed project addresses a statewide interest through providing a benefit for two of the four objectives identified by the Southwest Florida Water Management Plan: Water Quality - through the restoration and maintence of Wares Creek to meet the water quality standards set forth in Chapter 62-302 F.A.C. Flood Protection - to provide for an increase in flooding protection, a reduction in flood damage payments and reduction in expenditures from State flood mitigation funds.

Project Description:
The completion of this project serves a dual purpose. First, the project will reduce flooding and the resulting property damage within the Wares Creek watershed. This will be accomplished through channel dredging, widening, and bank stabilization. The removal of sediment will increase the flow capacity of Wares Creek, thereby providing relief for properties that would otherwise be flooded. Second, the dredging and removal of the accumulated sediment will provide for a considerable improvement in water quality. This degradation in water quality has become evident by the destruction of fish and wildlife habitat, and by the clouding of water that causes light attenuation in the water column. This light attenuation inhibits the growth of bottom vegetation. To that end, habitat enhancement will be incorporated into project design where possible. Please note that the project includes the placement of devices to limit the amount of sediment that can enter Wares Creek upon the completion of construction. Measurable Outcome Anticipated:
The Wares Creek channel curently has a carrying capacity to accommodate a 1-year return flood frequency. In other words, it is likley that flooding will be encountered by residents living around the Creek once per year. The proposed project is designed to accomidate a 10-year return flood frequencey. In addition, it is anticipated that the construction if this project will provide for a 1.5 foot reduction in the flood elevation. To put this in perspective, itis anticipated that this project will dircctly benefit 1,476 parcles located within Bradenton and unincorporated Manatee County. The water quality in Wares Creek has been observed to degrade over time. Primarliy, this is a function of the creek geometry which is conductive for the settling of solids. The Creek widens between 7th Ave. West and the mouth of the Manatee River. This widening provides for a decrese in stream flow velocity. Sedimate laden stormwater runoff that has washed into the Creek upstream slows down at this point, allowing for the sedimate to settel out. Over time this has destroyedfish and wild life habitat, and has clouded the water so sun light can not reach aquatic plants. Some improvements has been observed since the inception of Manatee County's and the City of Bradenton's NPDES Stormwater programs in 1997. However, by that time tha tbrunt of the damage had already occured. Once the accumulated sedimate is removed the Creek will slowly begin to heal and over time, the Creek will flourish once again. Please note that through Best Management Practice, the reintroduction of edimate into the Creek will be minimized.
