The new overpass will alleviate train traffic, which operates in and out of the Port, and effectively blocks all traffic from traveling east and west on the City major roadway (SR 710, 13th Street, Blue Heron Boulevard (SR708) and Silver Beach Road. This project will also address a public safety issue, as the City's emergency response personnel cannot get to the west side of the City when the train switching operations have most, if not all four (4) of the crossing blocked with trains, which effectively endangers life and property.

Design a "flyover" for traffic to enter the Port and for trains to perform their switching operation under the flyover.
