Statewide Interest:
The Florida Department of Children and Families reports in its 2001-2002 Annual Report on Homeless Conditions in Florida that over the past three years, Florida's homeless population has grown by over 23%. Northeast Florida has experienced an ever more dramatic increase of homelessness. For example, the Emergency Service and Homeless Coalition of Jacksonville reported in 2004 that homelessness increased an astounding 86% since 2000.

Project Description:
The conservative estimate of the total financial impact of homelessness in Jacksonville is more than $35 million annually. Furthermore, 50% of homeless adults have recently experienced mental health problems, 58% have substance abuse problems and 25% have co-occurring disorders of mental illness and substance addiction. River Region Human Services is eager to work with this underserved population by providing housing and supportive services that promote self-sufficiency and long-term stability. Once an individual has been linked to the project, a housing team, consisting of a coordinator and case manager, will work with him/her to locate and maintain housing. If appropriate, staff link individuals with mental health and sustance abuse treatment, HIV/AIDS services, primary medical care and mainstream benefits. Assistance in applying for and obtaining benefits under mainstream health and social services programs will be provided.
