Statewide Interest:
The safety and well-being of the children of our State and the prosecution of those who perpetrate crimes against children and sexual violence is of paramount importance to all citizens of Florida. The Children's Advocacy Center of Volusia and Flagler Counties, Inc. is requesting seed funds to support the community-mandated expansion of our service array in Volusia and Flagler Counties. The services targeted for capacity expansion are those provided by our Sexual Assault Response Team and our Children's Medical Services Early Steps Program. Each of these programs serves public health and family welfare needs identified by both the Department of Health and the Department of Children and Families. The Sexual Assault Response Team treats rape victims, collects forensics, assists in prosecutions and provides ongoing victim support to ensure that a victim can maintain or improve the quality of their life in the community. The Early Steps Program works with families of medically needy children between the ages of birth and 3 years in order to provide services and parental training aimed at improving quality of life and increasing positive long-term outcomes for children who are born with or develop serious early childhood health and development issues

Project Description:
Currently, the need for Sexual Assault Response Team and Early Steps Program services exceed the amount of funding being received from the State, Counties and municipalities whose residents are served by these very necessary programs. With regard to the Sexual Assault Response Team, the Advocacy Center responded to the request from Law Enforcement and the State Attorney's Office to fill the gap in services that occurred in April of 2004. The demand for services is higher than we originally expected, and we have encountered a budget deficit. However, we continue to provide the full SART service array for children and adults to include the 24/7 Crisis Hotline, Medical and Forensic exams by qualified Sexual Assault Nurse Examiners, Victim Advocacy and Accompaniment, expert testimony, prophylactic treatment for sexually transmitted diseases, crisis intervention, counseling services and assault prevention education. With regard to the Early Steps Program, the need for in-home case management services exceeds that which funding supports, especially due to the fact that as a new Early Steps provider we are awaiting our Targeted Case Management Medicaid Group Number (without the Group Number we may not bill Medicaid for Early Steps services and have lost over $33,000 in third-party billing revenue since July 1, 2005). More importantly, an assessment of our client's needs indicates that they would benefit in the long-term if a case manager were hired who specifically handled the task of transitioning clients who "age-out" of the program into Child Find, appropriate school-based services or other therapeutic and developmental programs available. There is no funding source at this time which allows for the hiring of a Transition Specialist. A Transition Specialist would assist parents and guardians in seeking appropriate services and placement for their child as they grow beyond Early Steps services. The Specialist, through the implementation of the proven Family Team Conferencing model, would target the goals of educating and encouraging the parent not only in the parenting skills necessary to raise a special needs child but to realistically evaluate their child's needs and potential. The ultimate goal of this addition to the Early Steps service array is to decrease the potential for frustrated child abuse and/or medical neglect and increase positive long-term outcomes for parent, child and the community that would benefit from a productive family unit

Measurable Outcome Anticipated : Expected measurable outcomes are that 85% of all Early Steps clients will successfully transition into appropriate follow-up services; that 80% of families completing transition services will not have any substantiated abuse reports in the year following completion of their transition plan
