The Children's Coalition, Inc. (TCCI) is a private, not for profit organization established to meet the needs of area at-risk youth through education, computer literacy and creative media arts. Congress created the Veterans History Project in 2000 (Public Law 106-380) for the Library of Congress (LOC) to establish a national collection of personal accounts of veterans of the wars fought by the United States in the 20th and 21st centuries. These histories will be recorded on audio and video tape, with supplemental documentation from letters, diaries, maps, photographs and home movies. TCCI attained the status of Official Archivists for the Library of Congress for this and other related projects. The State of Florida is home to a significant number of veterans as well as disadvantaged and at-risk youth, the latter served by TCCI in West Palm Beach. TCCI will partner these two populations to support the goals of the Veterans History Project. We plan to record veterans' personal histories, while providing at-risk adolescents a worthwhile after-school and weekend activity. Benefits of the program include a large number of experiences by individual veterans being recorded for the LOC, exposing these teens to positive role models and teaching these at-risk youth to be productive citizens. The education and self-esteem of these youth will be greatly enhanced by the experiences gained through this project, including their knowledge of history and audio-visual techniques. Additionally, current and future generations of Americans will better understand the effects of war on veterans and their families. In 2006, TCCI plans to concentrate on Florida veterans with trips to such cities as Daytona, Tampa, Fort Myers, Orlando, Tallahassee as well as areas of Broward, Dade and Palm Beach Counties.

Project Description:
The program will provide instruction in interviewing, still photography, video recording, and archival techniques, as well as other skills. This will be an ongoing, year-round activity, and experienced students will in turn teach these techniques to subsequent at-risk students who participate in this project. The Veteran's History Project is new to The Children's Coalition, Inc., (initial involvement began in February 2004) and as a result, it is in the process of identifying Veterans of Foreign Wars (VFW) posts and individuals who are receptive to sponsoring students for this endeavor. TCCI is also appealing to local government entities that have been prior funders. In addition to the VFW's, The Children's Coalition, Inc. (TCCI) has extended its project to the Veteran's Administration Hospital located in Riviera Beach, Florida. Here, a Holiday Project was created by collaborating with a faith-based organization, The Unity Church, whereby interactions between students and veterans have begun to unfold and will continue for the duration of the project. The Veterans History Project is a national priority of the Library of Congress and a wise investment of public and private funding. Prior grant awards have been used to coordinate travel around the country to such cities as Atlanta, Georgia; Washington, DC (arriving in time for the World War II Memorial Week Celebration 2004); up the eastern seaboard with stops in Fayetteville, North Carolina, and New York and west to Chicago, Kansas City, St. Louis. This project allowed students to visit universities, military installations,(such as the Air Force Academy in Colorado and Whitehead Air Force Base in Missouri, VFW's, faith-based organizations, to meet with United States Congressmen representing the State of Florida, and to interact with the population around the country while compiling and learning war histories for the Library of Congress (LOC). The Veterans History Project is a continuous project that will be pursued on a year-round basis and have national impact.

Measurable Outcome Anticipated:
Goals: 1. To identify and cultivate student talent through exposure to a wide range of technology-oriented media arts through an after school workshop and mentorship program. 2. To increase the academic performance of participating youth through archival education. 3. To foster youth and veteran interaction on a nationwide basis. 4. To publicize student technical art skills (still photography, video production, computer arts) through organizing a series of public exhibits of student work. 5. To develop student self-esteem and confidence through teaching computer literacy and multi-media arts. 6. To prevent recidivism of adjudicated juveniles for first-time and repeat offenders. Objectives: 1. To encourage interaction between youth and veterans for the purpose of implementing a mentorship relationship. 2. To improve the self-confidence level of youth participating in the program through the creation of a technological multi-media arts documentary. 3. To divert/prevent recidivism of at-risk and adjudicated youth from engaging in criminal behaviors by teaching interview skills and other skills necessary to complete a documentary. Methods: 1. Students will participate in multi-media workshops at least twice a week for up to 50 weeks a year. Attendance will be taken by the workshop instructor. 2. Students will identify art forms that inspire them and will build art skills/talents through completion of art projects and guidance by art mentors/workshop directors. A subjective survey will be provided to the students to discuss their self-image, including their opinion of their abilities, academic, artistic and social skills pre and post program. Students will practice interviewing skills for the Veterans' History Project. Students will participate in at least one interview during field trips. 3. Students will acquire computer and multi-media art skills using state of the art technology and will demonstrate those skills through completing a series of products including preparation of photography for a public exhibit, and production of a video. Copies of participants' creative projects will be collected in student portfolios to demonstrate student progress. At least two copies of all work will be archived, one set to be used for auditions to area public art schools and to remain with the child upon exit from the program and one set to remain with TCCI for evaluation purposes. 4. Students will maintain passing grades in all their classes. Quarterly copies of student report cards will be provided to project staff by the of Palm Beach County School District through an interagency agreement. It is hoped that student grades will increase in at least two subject areas due to participation in this program. 5. Students will maintain good conduct in their classes. Student conduct will be reported to project staff on a quarterly basis by the Palm Beach County School District through an interagency agreement. 6. Evaluation surveys through questionnaires to parents and participating youth will be completed in order to evaluate program effectiveness. Confidentiality of participants will be maintained.
