It is recognized that small businesses make up approximately 98 percent of all businesses in our state and when they succeed or fail - it greatly impacts the State of Florida. Further, this is inclusive in terms of minority- and women-owned businesses. |

| Implementation of a system to recruit, develop, and retain small minority businesses in the state of Florida and attract additional businesses to consider our state for relocation. This program will also seek to benchmark best practices and help broaden Florida's supplier diversity base. |
