Project Description:
The City of Palatka is exceeding Total Trihalomethane maximum contaminant levels in excess of the EPA and FDEP drinking water standards. THe problem may be associated with overchlorination of the finished water at the water treatment plant and the interaction of the excess chlorine with the Disinfection-By-Product precursors in the raw water. Dead-end water distribution lines have caused the City to increase the chlorine dosage att eh plant in order to ensure that sufficient chlorine residual is available in the furthermost dead-end line. The excess chlorine residual in the presence of the finished water precursors has increased the formation of Trihalomethane contributing compounds and has caused the FDEP to require that the City monitor for Total Trihalomethane levels on a more frequent basis. To minimize Trihalomethane in the drinking water the City proposes to construct a new Coagulation/Low Pressure Ultrafiltration membrane Filter system consisting of triplex coagulation basins (two current and one future), three Ultrafiltration membranes filter treatment trains (two current and one future) with appurtenances. Each treatment train unit shall be sized to treat approximately 2,000,000 gpd of raw water and to provide finished water with a Trihalomethane/Haloacetic Acid concentration of 30 ug/L or less.
