The existing WWTP currently disposes all of the effluent into the St. Johns River. The proposed reclaimed water effluent disposal system will divert approx. 0.75 MGD of the wastewater treated from the St. Johns River. The upgraded facilities will be more reliable and filter all of the effluent discharged from this facility, thus reducing the total suspended solids (TSS) from 20 mg/L to 5 mg/L.

Project Description:
The City of Palatka wastewater treatment plant (WWTP) is permitted to treat 3.0 million gallons per day (MGD). The facility is a conventional activated sludge biological treatment facility. The effluent from the facility is dechlorinated and flows by gravity to the St. Johns River. Other components of the liquid train treatment process include pretreatment (screening and grit removal), primary and secondary clarification, basic disinfection and dechlorination. The City has instituted a program to reduce the effluent that is discharged to the St. Johns River. The program includes a two phase program that utilizes a combination of public and restricted access effluent disposal sites. The first phase of the program will include a public access reclaimed water site that will incorporate the City's Municipal golf course and surrounding green space area, and a restricted access land application system will consist of spray irrigation. The second phase of the program will include a restricted 200 acre access spray irrigation site and additional public access spray irrigation located at the school athletic field. Based on the hydrogeological conditions of the land application sites it is anticipated that approx. 750,000 gpd of effluent can be eliminated from the discharge to the St. Johns River.
