The construction of three dry stormwater retention ponds will prevent further pollution of the Biscayne Bay Aquatic Preserve by retaining stormwater runoff within the site in lieu of direct discharge to water body. This will also satisfy the South Florida Water Management District's SWIM Plan for Biscayne Bay that includes maintaining and improving water quality to protect and restore natural ecosystems and compatible human uses of Biscayne Bay.

Project Description:
The City of North Miami Beach Norwood Water Treatment Plant is currently undergoing a major expansion. Approximately 15-million gallons per day (mgd) of membrane water treatment will be added to the existing 16-mgd lime softening treatment plant. The proposed expansion of this plant will create an increase in impervious areas which will require the construction of a stormwater management system to handle the additional runoff generated. However, expansion of this system must be accomplished without adversely impacting regional water bodies, specifically, the Biscayne Bay. Furthermore, wellfield protection requirements prohibit the expansion of the existing exfiltration system due to potential impacts to the surrounding regional water supply source. In order to meet stormwater management requirements and to protect the receiving water body, the City will construct three (3) dry stormwater retention ponds and associated piping system. In lieu of direct stormwater discharge, the proposed system will retain stormwater onsite, thus lessing the impacts to the receiving water body. The total pond area is approximately 0.8 acre. The system also includes 550 ft of 18-inch, 550 ft of 24 inch, and more than 1000 ft of 36 inch fiber reinforced concrete pipe, and approximately 30 inlet or manhole structures. This will also include the lining and abandonment of the existing exfiltration system. The total estimated costs for construction of these improvements is approximately $900,000. It should be noted that the City of North Miami Beach provides potable water to a large portion of northeast Miami Dade County. The construction of the proposed surface water management system at the water treatment facility is of utmost importance at this facility, particularly to prevent flooding and allow for the uninterrupted operation of critical emergency operations equipment during storm events and the hurricane season.
