Project Description:
The Health Council of South Florida is requesting $2,426,600 to enroll 200 waitlist clients and 480 new eligible clients at rate of 40 clients per month into the AIDS Insurance Continuation Program (AICP) for fiscal year 2006-2007. Florida's AICP continues the health insurance coverage, including co-payments and deductibles for Floridians that are diagnosed with AIDS or are HIV Symptomatic and cannot afford their private health insurance premiums. The State of Florida saves a substantial amount of money that would have been spent on public health care, had the participants lost their insurance coverage. During Fiscal years 1995-2004, the AICP will save the State of Florida excess of $239 million in health care costs. For fiscal year 2005-2006, we anticipate the AIDS Insurance Continuation Program will save the State of Florida $5.50 in health care costs for every dollar spent on the program. Currently there are 17 community based organizations across the State that serves as enrollment sites for new clients and provide support services for existing clients. The answer to Question 10 is for 600 NEW enrollees. This does not count those able to enroll using funding in 2005-2006 budget due to attrition. The answer to Question 14 is the amount the State appropriated to the AICP in FY 2005-2006, some of which was used for new emrollees able to be enrolled because of attrition. The answer to Question 14a is total funding for maintenance of enrollees and small expansion due to attrition. Question 15a is the amount needed to keep current enrollment. Do not know what future funding will be requested until budget is passed.

Measurable Outcome Anticipated:
Continued savings in Medicaid and other state funded programs for people with AIDS or who are HIV Symptomatic. It is anticipated that for every new eligible client the AICP enrolls, the State of Florida Medicaid system will save an average of over $24,000 annually. This expansion could result in over $10,000,000 per year in savings in the Medicaid budget.
