Project Description:
The Health Council of South Florida is requesting the continued funding of its annual allocation $8,386,181 to provide insurance premium payment, co-payment and deductible payment assistance for the 1,570 clients currently enrolled in the AIDS Insurance Continuation Program (AICP) for fiscal year 2006-2007. Florida's AICP continues the health insurance coverage, including co-payments and deductibles, for Floridians that are diagnosed with AIDS or are HIV Symptomatic and cannot afford their private health insurance premiums. The State of Florida saves a substantial amount of money that would have been spent on public health care, had the participants lost their insurance coverage. During Fiscal years 1995-2004, the AICP saved the State of Florida and its tax payers in excess of $239 million in health care costs. For fiscal year 2005-2006, we anticipate the AIDS Insurance Continuation Program will save the State of Florida $5.10 in health care costs for every dollar spent on the program. Currently there are 17 community based organizations across the State that serves as enrollment sites for new clients and provide support services for existing clients. Question 10 shows the TOTAL dollars needed and includes Ryan White Title II federal match at approximately 45%.

Measurable Outcome Anticipated:
Continued savings in Medicaid and other state funded programs for people with AIDS or HIV Symptomatic due to the fact that AICP clients receive medical treatment via their continued private health insurance coverage rather than having to resort to the Florida's Medicaid System for care had the client lost their private health insurance coverage.
