Project Description:
The Health Council of South Florida is requesting the continued funding of its annual allocation $11,186,181 to provide insurance premium payments, co-payment and deductible assistance for all of the 1900 clients currently enrolled in the AIDS Insurance Continuation Program (AICP) for fiscal year 2008-2009 and maintain enrollment for eligible Floridians at 30 clients per month. Florida's AICP continues the health insurance coverage, including co-payments and deductibles, for Floridians that are diagnosed with AIDS or are HIV Symptomatic and cannot afford their private health insurance premiums. The State of Florida saves a substantial amount of money that would have been spent on public health care, had the participants lost their insurance coverage. During fiscal years 1995-2006, the AICP saved the State of Florida and its tax payers in excess of $322 million in health care costs. For fiscal year 2008-2009, we anticipate the AIDS Insurance Continuation Program will save the State of Florida $4.76 in health care costs for every dollar spent on the program. Currently there are 15 community based organizations across the State that serve as enrollment sites for new clients and provide support services for existing clients. The answer to question 14 is the amount the State appropriated to the AICP in FY 2007-2008, some of which was used for new enrollees able to enroll because of attrition.

Measurable Outcome Anticipated:
Continued savings in Medicaid and other state funded programs for people with AIDS or HIV Symptomatic disease due to the fact that AICP clients receive medical treatment via their continued private health insurance coverage rather than having to resort to the Florida's Medicaid System for care had they lost their private health insurance coverage.
