| Issues associated with manatee population status and trends, human rights and privileges, and an appropriate balance by which to sustain, to the extent possible, both manatee conservation and human activities polarize the citizens of Florida and cost the State millions of dollars each year. Continued Manatee research would provide the necessary information to optimize management decisions to protect the manatees while attempting to permit human users of waterways to conduct their activities in as unimpeded a fashion as possible. |

| The primary focus will continue to be assessments of the status of manatees at the individual and population levels and compliance with, and effectiveness of, waterway regulations designed to protect manatees. Specific projects for 2007 are as follows: photo-identification studies, biomarker studies, calibration studies, health studies, compliance studies, genetics, and manatee verification. |
