Statewide Interest:
The �Enough is Enough� High Crime Neighborhood Community Youth/Juvenile Crime Prevention Initiative has statewide implications in that youth crime in Orange and Duval Counties has increased disproportionately in comparison to the rest of the state. In particular, in Orange County which exceeded its prior year violent crime (murder) rates in 2006, was cited in Morgan Quitno 2006 National Press Publication, ranking Orlando Florida as the 25th of 371 �Most Dangerous Cities� to reside in, in the United States. (http://www.morganquitno.com/) Duval County ranks second in the state in violent crimes i.e., murder, rape, robbery and aggravated assault as per the Florida Department of Law Enforcement 2006 crime report. In addition, to tourism being the economic engine of Florida�s economy, Orlando�s proximity to the major theme parks and the highly publicized crime offenses, has overwhelming statewide economic interest in-addition to general public safety concerns.

Project Description:
The �Enough is Enough� High Crime Neighborhood Community Youth/Juvenile Crime Prevention Initiative will provide direct services to youth and families targeted in high crime neighborhood communities. This initiative will provide a comprehensive hands-on approach in administering therapeutic counseling services to non-adjudicated youth and youth adjudicated by the Juvenile Justice system. A variety of ancillary services will also be provided, such as Conflict Resolution, Parenting skills, peer to peer counseling & mediation, delinquency prevention counseling, career counseling as well as a multitude of self-help services. Services will be delivered through a contractual collaboration between FPA and a consortium of faith-based organizations with physical plants located directly in high crime neighborhoods. This initiative will work directly with the Department of Corrections, Juvenile Justice, State Attorneys Office, Law Enforcement, and other critical entities that impact crime and delinquency; inclusive of advocating for selective law enforcement and selective prosecution of serious criminal offenses that contribute to exacerbate the deterioration of socio-economically depressed communities.

Measurable Outcome Anticipated:
Two Hundred (200) youth and/or units of family/guardians will be served throughout the fiscal year 08-09. One Hundred percent (100%) of youth will be assessed based on identified individual and community risk factors. Fifty percent (50%) of youth will not be referred to the judicial system within one year of receiving services. Fifty percent (50%) of all program participates will have parent involvement and One hundred percent (100%) of all participates will be entered into the program data-base in an effort to develop model programming and for future data analysis processing.
