Statewide Interest:
Based on reports from the 27 homeless coalitions from across the state, there are an estimated 60,168 homeless living in Florida, including individuals and families with children. An estimated 9,500 homeless were reported in Hillsborough County. The adverse conditions of homelessness impact everyone in the community. It is especially devastating for families as it disrupts virtually every aspect of family life, damaging the physical and emotional health of family members, interfering with children's education and development, and frequently resulting in the separation of family members. The proposed project uses evidenced-based practices including supportive housing, supported employment, and illness management and recovery to assist homeless individuals obtain and retain permanent housing. Effective practices, such as those proposed in this request, can be replicated throughout the state.

Project Description:
The Comprehensive Community Service Team (CCST) offers permanent supportive housing through a collaboration of service providers and faith-based organizations. The program�s philosophy is to promote recovery, hope, choice, and success through community-based, effective and efficient interventions, helping individuals maximize their strengths and lead rewarding and productive lives. CCST services assist individuals with disabilities and their families in the development of a recovery plan focused on housing, learning, working, education, parenting, and socialization activities. Through a team approach, the program assists individuals and families reconnect with society and build and rebuild skills needed to achieve self-sufficiency. CCST will provide rental subsidies and support services to help the family obtain and retain housing, increase their income, and reduce their reliance on subsidies and other more costly services. Services include assessment, case management, assistance in accessing entitlement benefits, supportive housing, mental health and substance abuse treatment, legal assistance, health care, children�s services, vocational training and other employment assistance. The program will serve individuals and families in and around Plant City. Households must have an income equal to or less than 50% of the area median income and must be homeless or staying for a short time in emergency shelter or transitional housing. The CCST program consists of a part-time recovery peer specialist and community resource specialist funded through the requested resources, and persons representing community and faith-based organizations offered as in-kind support to the project. The CCST program will serve an estimated 35 families consisting of a total estimate of 62 persons in the first year.

Increased housing stability and reduced time families are homeless; increased income and reduced dependence on rental subsidies; improved grades of school age children; and increased family stability.
