More than 2.4 million people currently live in the rapidly growing northern Tampa Bay region. The Tampa Bay Water System Configuration II project is the second phase of an alternative water supply project to meet the growing water needs of the region. Our region's fast-growing population is expected to reach nearly 2.8 million over the next 10 years. While our present water supply infrastructure can adequately serve the area's population near term, new environmentally sustainable water supplies must be online by 2011 to protect our region's economic vitality and treasured natural resources.

Project Description:
This project is the second phase of an alternative water supply development project in the Tampa Bay region. The System Configuration II project involves an expansion of Tampa Bay Water's successful Surface Water Supply System by implementing enhancements to the surface water system that will provide a median yield of 25 million gallons per day (MGD) of additional drinking water supply. A core component of the project is an expansion of the Regional Treatment Facility capacity to 99 MGD. The Regional Treatment Facility utilizes innovative treatment techniques to process surface water from the Hillsborough River, Tampa Bypass Canal, Alafia River, and the C.W. Bill Young Reservoir into drinking water that meets and exceeds all state and federal requirements. The surface water that provides the water supply for this project is withdrawn when river flows are above minimum levels and only after all environmental needs are met. This ensures that the nationally significant Tampa Bay estuary is protected. The project includes the construction of withdrawal, transmission, pumping and treatment facilities.

Measurable Outcome Anticipated:
This project, proposed by Tampa Bay Water (a regional wholesale water supplier) and the Southwest Florida Water Management District, would expand a successful alternative water supply system. It will utilize surface water in an environmentally sustainable manner to meet drinking water needs for a projected 2.8 million residents in the Tampa Bay region. The project will result in 1) a median increase in treated drinking water of 25 MGD, 2) enhancement of the use of the existing Surface Water System by augmenting the C.W. Bill Young Regional Reservoir with increased wet season surface water, 3) protection of minimum flows in the lower Hillsborough River, and 4) provide further demonstration of a successful regional partnership model to provide an alternative water supply.

The water withdrawals from the Hillsborough River and Tampa Bypass Canal will reduce the pounds of nitrogen and phosphorus flowing to Tampa Bay. The Tampa Bay Estuary Program has identified the water withdrawals by Tampa Bay Water as one of the components of their strategy to reduce nutrient loadings to Tampa Bay.
