Project Description: |
On behalf of Boys and Girls Clubs across the state of Florida, the Florida Alliance of Boys and Girls Clubs respectfully requests a grant of $1 million to assist youth in becoming productive and healthy adults. The funding will be matched by the Alliance on a one-for-one basis, reaching a total of $2 million project. Funding will be used to serve youth with more frequency and impact with an emphasis on teens at great risk of becoming involved in the state's juvenile justice system. It will also be utilized to strengthen the support structures that youth depend upon, including families, local communities and Boys and Girls Clubs.
The Florida Alliance of Boys and Girls Clubs represents 40 local Boys and Girls Club organizations that operate 238 facilities in 55 counties across the state of Florida. Last year (2006) these Clubs provided program services to more than 177,000 youth, ages 6 to 18, with specialized, after-school activities in safe, caring environments. Membership demographics are as follows: 49 percent are African American; 22 percent Caucasian; 15 percent are Hispanic; 6 percent are multi-racial; 1 percent are Asian; and 1 percent are Native American. In 2006, Clubs served 55,875 teens.
All Boys and Girls Club organizations participating in this project recognize the importance of having strong healthy communities by addressing necessary prevention in programs. Our Clubs will help by:
*Being open during peak juvenile crime hours of 3 to 6 pm
*Having trained professional adult youth development workers
*Providing a safe, supervised environment for young people
*Adderssing the key issues facing our young people today that are of common concern with law enforcement:
*Gang Violence
*Internet Safety
*Drug and alcohol use/including Meth
*Need for safe supervised activites for kids |

Measurable Outcome Anticipated: |
Boys and Girls Clubs of America's Outcome Measurement Toolkit will be utilized to measure attitude, knowledge and behavioral changes across program areas. Pre-tests will be given to all youth who participate in the proposed program as presented herein. Boys and Girls Clubs of American's GANG PREVENTION through TARGETED OUTREACH and the SMART Moves Drug, Alcohol and Teen Pregency Prevention programs will use a comprehensive approach to develop effective techniques and strategies that direct at-risk young people to positive alternatives offered by Boys and Girls Clubs affiliated with the Florida Alliance. Through a referral network of linkages by local Clubs with courts, police, other juvenile justice agencies, schools, social service agencies and community organizations, as well as through direct outreach efforts, youth will be recruited and mainstreamed into Club programs as a diversion from incarceration and gang activity.
By participating in the Gang Prevention through Targeted Outreach program, youth will:
*Stay engaged in program activites for no less than 9 of the 12 month grant period
*Report experiencing many positive youth-development practices critical to healthy development. The majority of the program participants will acknowledge receiving memorable support and guidance from a Club staff member or program volunteer. A majority of the Club members will agree that they felt a sense of belonging to the Club environment.
*Most of the targeted youth will perceive the Club as "safe." On a scale of 1 to 10, with 10 being safest, a majority of the youth members will rate their Club at eight or higher.
*Targeted youth will also associate their Club attendance with a number of positive outcomes, including less contact with the juvenile justice system, improved academic performance and more positive relationships and productive use of out-of-school time.
Participants of the SMART Moves program will be taught how to prevent or delay the onset of alcohol and other drug use, and sexual involvement by young people. This will be accomplished by:
*Increasing participants knowledge about alcohol and other drugs and sexuality
*Increasing communication among staff members, parents, guardians and Club members regarding alcohol, tobacco, other drugs and adolescent sexual involvement.
*Helping pre-teens identify and resist peer and media pressures to use alcohol and other drugs, and understand the physical and social changes taking place in thier lives.
*Helping teens develop and improve skills around making decisions, resisting social and peer pressures, and coping with the stress of growing up.
