Statewide Interest:
The State and Country has a strong interest to develop youth in regards to education. "All Children Can Learn" is a strong indicator of our need to continue to promote education for our youth. After School programs combined with in school tutoring and mentoring services are much needed. These programs, which will be provided in the Norris D. Langston Education and Economic Development Center, will have on their future. These programs will enable youth to produce a strong safe haven for families and generations to come, which will help eliminate violence, drugs, crimes, etc. These programs will also provide some technical and vocational and other academic skills and will help upgrade their abilities in math and reading with a strong impact in nutrition and recreation. Motivational programs along with exposure to cultural activities such as visiting near by post secondary institutions of higher learning will enable our youth to understand the value in receiving a rewarding education.

Project Description:
The Norris D. Langston Youth Foundation, Inc., a 501(3) (c) non-profit organization 9which is currently active in eight Florida Panhandle counties), requests $1,000,000 in order to construct the Norris D. Langston Youth Foundation Education and Economic Development Center. Funds requested will be used for activities to include: preparation of plans and architectural drawings, development and provision of infrastructure, purchase of supplies, and construction of the facility. The Development Center will provide essential educational services to area residents, as well as the students involved in the NDLYF 21st Century Community Learning Centers After-School Program. This facility will impact its surrounding communities in a tremendously positive way by providing services such as Tutoring; GED Preparatory Classes; on-site childcare for adults and teenage parents attending classes or events at the Center; Career Development Counseling, convenient local access to a Technology Lab and computer training which will be located in the Center; access to a gymnasium with scheduled, supervised recreational events, and Healthy Living and Nutrition classes; and Character Building events and activities. The facility will also be open to the surrounding community for use for some local community events.

Measurable Outcome Anticipated:
There will be a measurably higher graduation rate for all students participating in our Drop Out Prevention program, and a higher pass/success rate for students and adults pursing their GED. Area families and residents will be more involved in healthy, positive activities, as measured by attendance at NDLYF sponsored and supervised athletic and cultural activities hosted at the Development Center. Participants in the program will be measurably better prepared to find and sustain employment, as indicated by surveys completed prior to and following all career development classes and activities. Participants will have access to and a better understanding of the technology, as indicated by surveys taken before and after any training provided. Records will also be kept in order to measure community usage of this part of the facility.
