Minors with substance use and abuse problems create additional costs for Florida's health system, perform poorly in school, and oftentimes engage in crime thereby entering the Juvenile Justice system. Furthermore, upon entering adulthood they graduate to the Department of Corrections and the Department of Children & Families. Unless these concerns are addressed at an early stage, these children face a cycle of dependancy on at least five Florida agencies. |

Project Description: |
The Hope and Help Center of Central Florida, Inc., is a 501(c)(3) AIDS service organization which has provided prevention, education and care services to people who are infected and affected by HIV/AIDS since 1988. Hope and Help Center has recently begun providing education for Orange County adults and youth regarding substance abuse, particularly crystal methamphetamine. Substance abuse accounts for most HIV infections either through shared needles, or the behaviors caused by the drug abuse. Hope and Help Center was appointed to an Orange County Task Force on Crystal Meth Use by Mayor Richard Crotty, and then received a one-time grant from Orange County to provide these educational sessions to key members of the community who may be in contact with drug abusers. This program grew to include the Juvenile Detention Center, where we now provide classes to the minor inmates and staff on all drug classifications, their use and abuse, their symptoms, and their treatments. These classes are taught under the auspices of the Orange County Public Schools. The grant for this program terminates on December 31, 2007.
The Orange County School Board has approved a curriculum submitted by Hope and Help Center which will address minor drug offenders who go through the Drug Court. The average daily census of the Orange County Juvenile Detention Center is 118. Of these minors, 97% have used an illegal drug at least 3 times per week prior to incarceration. This program will provide one semester (15 weeks) of court-ordered substance abuse and HIV/risk reduction education in the schools and/ or juvenile detention center. These minor offenders are primarily from �D� and �F� schools. Our goal is to reduce the probability of recidivism back to drug use. It is anticipated that approximately 1,500 students per school year will be served. |
