Requester: Linda Stewart, Orange County Commissioner Organization: Orange County Government

Project Title: Youth Intervention Program Date Submitted 1/4/2008 12:08:23 PM

Sponsors: Siplin

Statewide Interest:
The statewide interest addressed by this project is to decrease and prevent Youth violent behavior, which is not only a problem for the state, but the entire nation. this program will uniquely accomplish these goals through the use of public health model strategies for an effective anger management counseling and case management program, for which funding is requested. The Department of Juvenile Justice Delinquency Profile revealed that there were 1547 referrals for misdemeanor assault/battery and 819 referrals for aggravated assault/battery in Orange County (during the 2005-2006 fiscal year). Additionally, the Florida Department of Education, noted there were 2032 violent acts against persons and 5117 incidents of fighting/harassment in Orange District schools during 2004-2005. The Office of Junvenile Justice and Delinquency Prevention website reports, traditionally the juvenile justice system has focused on dealing with youth after initial contact with the court. However, the last 20 years has seen the emergence of a proactive approach that is showing to be effective in helping to decrease the numbers of delinquent youth. This new approach that is known as the public health model of crime prevention, which focuses on reducing the risk of and increasing resiliency against the illness and disease (crime) and emphasizes prevention. The public health approach to violence offers an appealing effective alternative to punishment. Criminal justice systems have begun to adopt this multilevel approach to understand the nature of violence and identify potential points of intervention. In the context of delinquency prevention, the public health model focuses on reducing the risk of violence and increasing resiliency against problem behavior.
