CBIRS Request 2264

Community Budget Issue Requests - Tracking Id #2264
Health Care Registry for Indigent Patients

Requester: Kate Callahan Organization: South Florida Health Information Initiative

Project Title: Health Care Registry for Indigent Patients Date Submitted 1/4/2008 10:50:28 AM

Sponsors: Rich

Statewide Interest:
One-quarter of the population of Miami-Dade lacks health insurance. This number is above the national average. We believe that if an indigent patient registry can be realized and all hospitals in the tri-county area share records and information about these patients then duplication of services will be curtailed thus limiting the expenditure of crucial state Medicaid funds. The registry would serve as a pilot for the state and, if successful, could be replicated .

Gov't Entity:   Private Organization (Profit/Not for Profit): Yes

Project Description:
The SFHII, founded two years ago, encompasses all health care entities in the South Florida region, and will provide for the medical information exchange needs of healthcare stakeholders of the area. The organization has been funded with private support as well as grants from AHCA as a Regional Heath Information Organization. This requested funding is for the development of an indigent/uninsured heath care registry. It will identify and track health care utilization amongst this population to determine the services sought and decrease duplication and overutilization. This will lead to decreased health care costs and therefore represent a significant cost savings to the state and other funding entities. The program will be three years in length and serve as a state pilot for possible replication. Reports will be provided to AHCA, the Governor, and the presiding officers of the legislature.
