CBIRS Request 2315

Community Budget Issue Requests - Tracking Id #2315
Egret Marsh Regional Stormwater Park

Requester: Board of County Commissioners, Sandra Bowden, Chairperson Organization: Indian River County

Project Title: Egret Marsh Regional Stormwater Park Date Submitted 1/4/2008 12:29:24 PM

Sponsors: Margolis

Statewide Interest:
This project will protect public health because it will remove pollutants from canal waters and ultimately Indian River Lagoon waters, that the public may directly contact through swimming or other recreational and work related activities. This important stormwater pollution removal system will protect the environment because it significantly reduce stormwater pollution of the Indian River Lagoon, which is an estuary of national significance and a St. Johns River Water Management District surface water improvement and management program priority body of water. (Please see accompanied report for more information)

Gov't Entity: Yes Private Organization (Profit/Not for Profit):

Project Description:
An aquatic plant based removal sytem is proposed to be built on a 35 acre site in southwest Indian River County to remove pollutants from nutient rich stormwater runoff and groundwater base flow from the Indian River Farm Water Control District canal system. (Please see accompanied report for more information)

Is this a project related to a federal or state declared disaster? No

Measurable Outcome Anticipated:
The community's monetary loss (tourism, commercial fishing, aquaculture, recreational sports fishing, etc.) without this important stormwater pollution removal system is, over time, in the hundreds of millions of dollars due to the destruction of the lagoon's unique, fragile and valuable ecosystem by polluted stormwater runoff and polluted freshwater discharge. Egret Marsh Regional Stormwater Park will prevent hugh amounts of ppllutants from entering the lagoon and its implemantation will produce an immediate impact to the laggon's health.

Will this project reduce pollutant loadings to a water management district designated 'priority' surface water body? Yes
Name of water body: Indian River Lagoon

Describe, specifically, how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
Suspended solids will be removed by settling in deep polishing ponds and possibly through mechanical methods. Other pollutants such as phosphorus and nitrogen will be removed by an Algal Turf Srubber System. Some additional pollutant removal will occur in the polishing ponds and polishing wetlands. Algae growth on the Algal Turf Scrubber System will be harvested regularly and will become a useful byproduct, such as cattle feed supplement, compost, etc. An education program will be carried out in conjuction with the pollution treatment system to educate the public on stormwater pollution and how to prevent it. The project is anticipated to reduce TSS by 60.9 tons per year, total phosphorus by 1.7 tons per year, and total nitrogen by 7.3 tons per year. With respect to the total IRFWCD basin loadings into the Indian River Lagoon, this represents a reduction of 7.7% phosphorus, 4.5% nitrogen, and 1.7% suspended solids.
Is the project under construction? No

Are you requesting funding for a wastewater project? No

Are you requesting funding for a drinking water project? No
