| Develop and enhance Youth Empowerment Centers and build a new facility designed to accommodate 150-200 teens for on-site programming. The Centers will include a myriad of programs, services and activities, which youth say will help keep them engaged in constructive behavior and seek sustainable careers and jobs. | |||||||||
