Statewide Interest: |
Not only will funding Manatee County Citizens Review meet eligibility standards and preserve federal funds under Title IV-E, Social Security Act by providing federally/state required case reviews of dependent children, but it will also assist with the oversight of Florida's child protection system by utilizing volunteer citizens review panels as outlined in FSS 39.702. The number of children in Florida under Foster Care continues to rise, while the sytem that is designed to protect them is strained financially and in human resources. It is more and more important to keep watch over the children and their needs. For example, providers in Manatee County have recently been criticized for twenty-eight critical safety and staffing issues such as lack of documented supervision, a high percentage of children on runaway status, and failure to show up for court hearings and staffings. The role of Manatee County Citizens Review is to bring all parties to the table and hold them accountable for protection of the child. The panels work to ensure not only that all children and parents comply with their case plans, but that DCF provides proper care and supervision as well as appropriate and timely referrals. |

Project Description: |
In accordance with Florida Statute 39.702, Manatee County Citizens Review Panels, upon referral order of the court, hold quasi-judicial hearings to review juvenile dependency cases of children placed out of the home or under protective supervision due to abuse, neglect or abandonment. Trained volunteers with a variety of backgrounds and experience conduct the hearings and meet with the parties involved in each case. In fiscal year 2006/2007, Citizens Review panels held hearings with regards to 117 cases totaling 230 children. MCCR, Inc. is a private, not-for-profit agency that contracts with the Clerk of the Court to provide personnel services. |
