Florida Department of Education Note(June 2005) series 2005-24F reports a rise in the number of suspensions for Florida's public schools 1997-98 report suspension (16%) 446,634, 2003-04 reported suspension (18%) 509,511 the overall student popualtion 2,291,033.00. Based on the report filed with the Florida Department of Education Duval County rank number two in the State (16%) 23,438 Out of School Suspension and third (13%) 19, 748 with In school Suspension. Statewide there has been an increase in suspensions. Overall total student enrollment 127,469 rank sixth in the state. This program will also address the State Truancy issues.

Project Description:
The proposed program will provide services to students suspended from school in Duval County. The program operates as an alternative prevention educational program, which promotes staying in school during the student's suspension. The program promotes behavioral changes in the students' natural environment by continued, academic support and counseling services that address conflict resolution and anger management techniques. Program services address anger control, conflict resolution, individual/group sessions, community services projects, family home visits, parenting classes, and job training for parents/guardians. Other services include academic enrichment, intensive counseling sessions, and follow-up/Case Management services for forty-five days. The goal of the program is to address defiant behavior while continuing thr student's educational process. Through the coordination of integrated services and enhanced case management, the student is able to maintain his/her required academic level while receiving counseling and volunteer experience in the community. During the students' suspension, this program provide safer communities and maintain educational support. The program operates Monday-Friday excluding school holidays from 8am-4pm. The program operates during the school term for approximately ten(10) months (August to June). Referrals to the program come from parents, legal guardians, school administrators, Department of Juvenile Justice, Department of Children and Families and other social services. Criteria for admission to the program include being suspended from school for one(1) to ten (10) days. Students admitted to the program complete an initial assessment with staff to assess need. Services offered include: Educational instruction, Counseling, Case Management Services, Volunteer Community Services and Parenting classes. To complete the program, the youth are required to attend the program during their suspension period and submit to a 45-day monitoring period by program case managers. Upon completion from the program, youth from the program are referred back to local schools.
