Project Description:
Operation TEAM UP will provide free after school services to about 700 low-income, predominantly African American youth, attending Lake Shore, Mayport and Fort Caroline Middle Schools in Duval County, Florida. Operation TU targets students attending low-performing middle schools. in high crime, low-income areas and uses the donated class room space, facilities and utilities of public schools. This program operates Monday-Friday 4 to 7 pm. Operation TEAM UP addresses the economic deprivation of students by providing safe, comprehensive after school programs, at no charge, to our neediest Middle School youth. This program also addresses academic failure, and the drop out rates, by focusing upon reading, while providing instruction by certified teachers, who align assignments to school day lessons. Equally important, Operation TEAM UP addresses the overall community crime rate, in that the program provides supervision and youth enrichment activities directly after school. This is the time period when unsupervised youth most often engage in criminal activity or risk behaviors. Operation TEAM UP balances academic instruction from certified teachers with enrichment and sports activities in a safe, structured school environment. Operation TEAM UP is a partnership between the Jacksonville Children�s Commission, Duval County Public Schools and local community based organizations. This program is formulated from a very successful after school model known simply as TEAM UP. Third party evaluators from Wellesley College�s, National Institute of Out of School Time (NOIST) revealed in a 3 year study (2001-2004), that students attending Jacksonville�s TEAM UP Programs had better attendance, higher FCAT scores, higher promotion rates and fewer referrals for negative behavior than students attending the same school, but not enrolled in services. Since 2004, Annual evaluations of these programs continue to demonstrate the same outcomes for children.

Measurable Outcome Anticipated:
Students attending Operation TEAM UP will have better attendance; higher FCAT scores and promotion rates, than the students in the same school, but not enrolled in the program. 98% of Operation TEAM UP students will not be arrested or involved in a serious school infraction.
