Phillippi Creek Septic System Replacement Program

Requester: Roger Rasbury, General Manager - Program Management Organization: Sarasota County Environmental Services - Program Management

Project Title: Phillippi Creek Septic System Replacement Program Date Submitted 12/19/2007 3:35:27 PM

Sponsors: Bennett

Statewide Interest:
This Program involves providing central sewer service to the Phillippi Creek watershed service area. Phillippi Creek flows into Sarasota Bay, which has been designated as a National Estuary and an Outstanding Florida Water (OFW). The National Estuary Program (NEP) was established in 1987 by amendments to the Clean Water Act to identify, restore, and protect nationally significant estuaries of the United States. Providing central sewer service to the Phillippi Creek service area will have a positive impact on the existing environment as a result of eliminating approximately 15,400 existing septic systems, which are currently operating in the urban service area of Sarasota County. These older septic systems are leaching pollutants into Phillippi Creek causing the Creek to have official signs posted that no fishing/swimming is allowed, and water flowing from the Creek is adding to the pollutant load into Sarasota Bay.

Project Description:
The Phillippi Creek Septic System Replacement Program (PCSSRP) is an ongoing effort to replace 15,400 septic systems in the urbanized, populated, and built-out area of Sarasota County, Florida, with municipal central sewer collection systems. Centralized sewer collection systems were identified and selected as the preferred alternative because they are the most cost-effective and environmentally sound solution to resolve existing documented pollution problems. The facilities constructed under this program include the construction of centralized collection systems, pumping stations, and force mains to replace existing residential and commercial septic systems in a 50-square mile service area. Wastewater will be transmitted to regional wastewater treatment facilities in the County. Construction of the collection system for Area E, the first project area, was completed in 2003 for 577 properties of which approximately 95 percent have connected to the system. Area F, the second area, was completed in 2006 and provided central sewer service to 1,063 homes of which approximately 86 percent have connected to the system. Area A was also completed in 2007, providing central sewer service to 1,125 homes of which approximately 67 percent have connected to the system. Areas C and K are currently under construction and will result in another 3,300 completed connections. To date, the $178 million dollar project has received four years of USEPA grant funding from direct Congressional Appropriations in the amount of $4.9 million. In addition, the State of Florida has provided $9.9 million in grants. The project becomes affordable with a combination of $18 million Federal, $18 million State, and $142 million local monies.
