Restoration of environmentally sensitive natural systems including mangrove swamp and saltern. Conservation of state protected mangroves. Conservation of habitat and nesting sites for state listed species. Special events at the site draw visitors from out of county, providing opportunities for positive economic impact. This project also provides for development of passive recreational uses for the over 17 million annual visitors to Pinellas County Parks, which includes local, state, national and international tourists.

Project Description:
Pop Stansell Park is a 4.5-acre parcel of coastal property located in Palm Harbor in Pinellas County. The park fronts Sutherland Bayou with marine access to St. Joseph Sound and the Gulf of Mexico. An additional 1.5 acres of public property is situated directly across a neighborhood road (8th St.)and is owned by the Palm Harbor Community Services Agency, Inc.(PHCSA). Pop Stansell Park has a long history of use by the public as a water access point for boating, canoeing, kayaking and fishing. Very extensive and previously unrestricted use of the property has resulted in severe damage to tidal areas, mangroves and the small portion of longleaf pine uplands. Public use has resulted in erosion of soils along with the other typical potential pollutants associated with vehicle and boat use. Stormwater, potentially influenced by this public use, has flowed relatively untreated into Sutherland Bayou. Use of the property will be channeled by the addition of proposed site improvements, including boardwalk to channel pedestrian access for passive recreation, nature observation and environmental education pursuits while eliminating damage from foot traffic and preserving the sensitive tidal and mangrove habitat. The boardwalk and planned low impact parking are crucial to channeling visitor traffic. New amenities recently renovated or added include picnic shelters, a new fishing pier, bandstand and internal sidewalks. Amenities planned for renovation as funding is acquired include restrooms and fencing. Sidewalks to provide access to nearby heavily used ball fields will also be included. Split rail fence to delineate vehicular and pedestrian traffic will replace cabling on site. Under a partnership agreement with PHCSA, a portion of their 1.5 acres will be used to construct a large stormwater treatment pond that will provide treatment for offsite stormwater runoff that will traverse Pop Stansell Park prior to discharge. The Southwest Florida Water Management District is funding a portion of the habitat restoration and stormwater treatment component of this project.

Direct response to citizen input for improvements of the property. Direct response to PHCSA for improvements on the property. Passive development of 6 acres of green space recreational land in built-out Pinellas County for the over 17 million annual visitors to the Pinellas County Parks & Recreation Department properties. Provision of stormwater treatment where none exists and improved water quality of runoff into Sutherland Bayou with eventual discharge into St. Joseph's Sound and ultimately the Gulf of Mexico. Restoration of marine habitat. Safe pedestrian & vehicular access to adjacent active recreational facilities. Provision of facilities for special events.
