Project Description:
During the 2006 Legislative Session budget authority from the Health Department Trust Fund was approved to construct a project needed to house the existing clinics of the Miami-Dade County. It was originally hoped that the $8 million departmental cash and $5.1 million general revenue would be sufficient to construct the four story building but recent costs for construction in the high wind area of Miami has increased exponentially. The new building now will have 64,000 square feet of shell space only which will not be able to house the needed staff and clinics. In order to meet public health needs of the Miami-Dade County Community, the new building will need to have funding to provide the complete interior finish out work of the 64,000 square feet. While the $8M from CHD TF and $5.1 will not be able to complete the building with departmental cash we will not be able to provide the build-out of the 64,000 square feet without cash being contributed from every other county in the state. The new Building will house the following services: immunizations and family planning. Phase II will include the clinics for tuberculosis, sexually transmitted diseases, and vital records. This will provide for a seamless system of care for our clients since some receive multiple services. The Building will also house the utilities (mechanical, electrical, plumbing), IT and Communications infrastructure. This initial work will include the site infrastructure for the building. Once finalized, the new Building of the project will replace the existing facility that is a 1950 one story, asbestos riddled structure with poor plumbing, overloaded electrical circuits and termites. Being in a downtown setting the land use is inappropriate as a basic one story structure. The facility does not meet the current wind codes for Florida and could sustain serious damage in a high wind event. The facility is not equipped with a fire sprinkler system. Upon completion of the new Building including full build-out, the existing facility will be abated and demolished to provide the required parking spaces and satisfy the approved site development master plan. The area where this facility is to be located is considered the Civic Center Medical Campus. The facility is close to the University of Miami Medical Campus, Jackson Memorial, Veterans Hospital and other medical entities whose professionals work in our clinics enhancing services with the most current advances in medicine. Currently there is community support for this project and the possibility of limited funding from partners in our community. This area is accessible to public transportation including the Metrorail and People Mover. Legislative Funding in the 2008-09 fiscal year will enable the completion of the interior build-out of the new Building of this project in a timely manner such that the department may be able to take financial advantage of continuing the project and continue to provide needed services in the area. Without this appropriation we will need to curtail service in this location impacting the health indicators of our community and impeding some of the control measures to ensure reduction in communicable disease rates.

Measurable Outcome Anticipated:
Increased immunization rates, reduced incidence of TB, STD, and AIDS, increased women�s health services, reduction in infant mortality, reduced morbidity, and a more efficient operation of the office of vital statistics, increased health care access for low income minorities and the population at-large needing public health services. Reduction in the rate of communicable diseases such as TB and STD by increasing opportunities for treatment.
