Project Description:
The Lower St. Johns River Basin Initiative is an ongoing effort to restore and enhance the lower St. Johns River and its tributaries. Many factors threaten the health of the lower St. Johns River. As urban growth increased, so did the discharge of wastewater and storm water from urban areas. This increase in discharge has resulted in a steady decline in the river�s water quality. Farming also has had an impact on the river in the form of agricultural runoff. All of these factors contribute to algal blooms, which block the sunlight from reaching aquatic plants. These algal blooms ultimately affect the manatee and the fish that depend on the plants for food and habitat. Funding through this initiative will help to restore and enhance the river. Describe, specifically, how it will reduce loadings, identify anticipated load reductions for total suspended solids, total nitrogen, total phosphorus, and other contaminants, and specify the practices that will be used to reduce loadings:
Nutrient loadings (nitrogen and phosphorus) will be reduced by implementing in-field best management practices (BMPs) in the Tri-county Agricultural Area and by improving the treatment afforded municipal wastewater prior to its discharge to the river or by removing the discharge completely by implementing an alternate disposal method such as reuse or land application. Reduction in discharges of suspended solids and toxic metals will be accomplished through the implementation of regional urban stormwater facilities. Actual reductions (quantity) will depend on the level of funding, because funding will determine which aspects of the restoration plan can be implemented. Anticipated load reductions will address suspended solids, nitrogen, phosphorus, and other contaminants associated with urban and agricultural storm water, septic systems, and wastewater treatment plants by constructing and implementing BMPs for these sources. In addition to BMPs, septic systems will be retrofitted on-site and/or connected to wastewater treatment plants and reuse of treated wastewater will be applied to turf and landscaping.
