Statewide Interest:
The City Belleview's Wastewater System has inadequate capacity coupled with inflow/inflitration(II) issues, which represent a potential threat to the environment. Odor control and equipment noise issues exist at the current treatment facility. This is no adequate reuse system in place. Maximum Containment Levels have been exceeded. Rapid area growth and an aging infrastructure are compounding the need for improvemehts. The implementation of this project will help protect the environment by ensuring that raw sewage is properly collected and treated eliminating potential pollution of Lake Weir and surrounding lakes in the South Marion County area. The project will also address the Water Management District priority to minimize potable water withdrawals by implementation of reuse programs.

Project Description:
The treatment facility is being upgraded and explanded to meet 20 year planning period needs. The improvements were designed to minimize noise and odor, to provide at least Class B level sludge product, and effluent will meet public access reclaimed water standards. Manholes will be rehabilitated to reduce I/I. Sanitary sewer collection facilities will be expanded to the north and south along the burgeoning US 441 corridor. A total of 15,400 LF of 6" forcemain, 17,700 LF of 8" gravity sewer and 2 lift stations and 40 service lateral road crossings will be installed. A 22,000 LF 12" reclaimed water main was constructed along Hwy 25 to transmit reclaimed water from the treatment plant to the Spruce Creek golf course. A 2,700 LF reclaimed water main, a storage tank and a pumping station will connect the City's sports complex to the existing reclaimed water transmission line to eliminate using groundwater for irrigation at that site. 300 LF of 6" stormwater forcemain, a duplex stormwater pump station, an intake structure at the stormwater pond at the Wastewater Treatment Plant, and yard piping modifications at the filters will be constructed to augment the Reclaimed Water System further displacing the use of potable or ground water for irrigation. The treatment facility expansion is nearly complete and the reclaimed water main to the Spruce Creek Golf Course has been completed.

Measurable Outcome Anticipated:
Improves treatment plant performance, reliability and safety; Provides capacity for growth and limits future septic system installation; Provides a regional supply of public access reclaimed water; Offsets potable water irrigation use; reduces I/I; and Reduces manhole failures and sewer overflows due to manhole blockages. A properly sized sewer collection, treatment, and reuse system will ensure that wastewater is properly collected, treated and disposed of which provides public health protection. A ground water analysis identified exceedances of Maximum Contaminant Levels (MCL) for turbidity present in all of the monitoring wells. The improvements in this project will include reliability and other features to minimize or eliminate the potential for future MCL exceedance issues.
