Project Description: |
The town has engaged in the replacement of its outmoded Water Treatment Plan (WTP) because the SWFWMD mandated the relocation to reduce or eliminate the adverse environmental effects of the groundwater withdrawals on Lake Gordon, which is a stressed lake. The WTP is more than 40 years old and most of the plant components are outdated and beyone their design life. The town acquired a 5 acre site more than a mile north of the existing WTP site in 12/2005 at a cost of $88,000. In addition, the town let a contract for the drilling of 2 groundwater wells, one of which was completed at a cost of $71,000. The town consulting engineers are in the final stage of submitting a USDA application to fund the new WTP.
The town was established in the 1920's. The water system is composed of installed water lines made of a variety of different materials from clay to cast iron pipe to asbestos and plastic, and of sizes from less than 2" in diameter to 8" pipe. The system has expanded to follow the demand of development without the benefit of an overall plan and, as a result, it is not looped, it is inefficient in many ways, and perhaps most disturbing, it is unpredictable in the production of water quality and water service pressure. Specifically, there are a number of dead-end lines that allow water to stagnate, which produces black sediment and foul oders in the water delivered into homes. Now, many residents are afraid to use the water from the tap. As a result, the town has instituted procedures to "blow-off" the dead-end lines much more often than monthly, which wastes significant amounts of water in time of drought. The town has secured a grant from the Polk County Community Development Block Grant (CDBG) program in the amount of $392,000 to replace the water lines throughout the northeast neighborhood, which is the only qualifying CDBG area in Lake Hamilton. There are other critical projects that could not be addressed with this funding source.
A most important project is the replacement of old, mismatched water lines in Main Street from SR 17 to US 27 and across Crump Road with an 8" diameter line. The estimated length of the project is 6,910 LF. The project is estimated to cost $276,400 and will entail the excavation of the old and inconsistent collection of 2", 4", and 6" lines; including a 2" line that feeds a 4" line that runs another 6,180 feet down Crump Road. The Crump Road project is an estimated $216,300. The total cost of the overall project is $493,000. The Town intends to fund the design and construction management at an estimated $59,000. |
