Project Description:
The Department of Juvenile Justice's Circuit 20 commits approximately 500 delinquent youth per year to residential commitment facilitites. These youth eventually return to the Community. Without adequate supervision and linkage to community resources (education, jobs, mental health, substance abuse treatment), these youth are at high risk for recidivating and returning to commitment programs. Reductions in recidivism provide addititonal benefits in terms of reducing law enforcement involvement, court involvement, cost to victims and future involvement in the adult criminal justice system. This project would provide 50 slots for contracted Conditional Release youth, provision for conditional release youth can be found in Section 985.46 in the Florida statutes.

Measurable Outcome Anticipated:
Recidivism, as measured by subsequent adjudication/convictions, of program participants will be reduced by 5%, compared to a baseline circuit recidivism rate of 42% (2005 Outcome Evaluation Report, DJJ). The average cost per slot for Conditional Release is $5,780, with each slot being able to serve 1 to 3 youth per year. The Washington State Institute for Public Policy (WSIPP) reviewed research comparing intensive supervision and parole program (comparable to Conditional Release Supervision) versus regular probabtion and parole program. They concluded that there were small reductions in recidivism rates for intensive supervision programs versus regular programs. The costs for intenstive programs versus regular supervision programs were estimated to be about $2,500 more per offender. However, the WSIPP concluded that the economics of these programs produced net present values that roughly pay the taxpaper back for the extra cost, and produce gains of $5,000 to $6,000 perp articipant when the benefits to crime victims are considered. However, even small reductions in the rate of recidivism through intensive supervision programs can provide dramatic cost savings to taxpapers when compared with the alternative of re-committing youth. The average cost to Florida taxpayers for a youth to complete a residential commitment program is $34,669, and can be as high as $226,104 (Department of Junevile Justice Program Accountability Measures 2006).
