The bill provides $100,000 for the relief of the estate of Herminio Padilla, Jr. As he was walking on a catwalk above a sewage basin, the grate on which Mr. Padilla, Jr., was walking fell out of the catwalk causing him to fall into the basin and drown.
If approved by the Governor, or allowed to become law without the Governor's signature, these provisions take effect upon becoming law.
