—It is unlawful for a state officer, or an employee or agent of the department, or for any company, corporation, or firm in which a state officer, or an employee or agent of the department has a financial interest, to bid on, enter into, or be personally interested in:
The purchase or the furnishing of any materials or supplies to be used in the work of the state.
A contract for the construction of any state road, the sale of any property, or the performance of any other work for which the department is responsible.
