At the end of existing proviso language, following Specific 
Appropriation 254, INSERT:

Funds in Specific Appropriation 254, reflect a reduction of $9,006,063
from the General Revenue Fund, $11,023 from the Tobacco Settlement Trust
Fund, $11,698,875 from the Medical Care Trust Fund and $30,586 from the
Refugee Assistance Trust Fund as a result of implementation of a prior
authorization and concurrent review program for hospital non-emergency
admissions, effective January 1, 2002.

Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items.
