DELETE current proviso following Specific Appropriation 580A:

and INSERT:

From the funds in Specific Appropriation 580A, $2,300,000 is for Miami
80th Terrace Clinic, $500,000 is for the West Perrine County Health
Department and $1,900,000 is for the Gulf County Health Department.
