Add the following new paragraph of proviso as the third paragraph of
proviso following Specific Appropriation 131B on page 28:
Funds appropriated in Specific Appropriation 131B may be used by the
Department of Education to award grants to low performing schools for
specialized early reading programs in accordance with the Department's
reading program evaluation criteria.
