Insert the following new proviso as the second paragraph of proviso
following Specific Appropriation 131B on page 28:
From the funds appropriated in Specific Appropriation 131B, $800,000
shall be used by Escambia and Duval Counties for pilot programs using
the Rising Stars Program for at-risk children.
